Cow brains on toast?

I was shocked and appalled by the following comment from a famous non-Anglophile:

He was heard saying: "You can't trust people who cook as badly as that. After Finland, it's the country with the worst food. The only thing they [the English] have ever done for European agriculture is mad cow."

I don't know what's wrong with him. Has he never tasted marmite?
